Board of directors

California Pacific Charter Sonoma is governed by the Northern California Charter Collaborative board of directors. The board meets regularly to oversee the direction and operation of the school. The board members bring extensive expertise in the field of education, with many of them having worked at the local, district, and state education levels for many years.


David Franklin, Board President
Dr. David Franklin is an award winning school administrator, education professor, curriculum designer, and presenter who resides in the San Francisco Bay Area. He earned a Doctorate in Educational Leadership from California State University, East Bay, a Master’s Degree in Education Technology from National University, and holds a B.A. in Music from the University of California, San Diego. Dr. Franklin is a Professor of Education for National University.  He also serves as a Senior Faculty member of the National Excellence in School Leadership Alliance. Through his work at NESLI, Dr. Franklin mentors teacher leaders, aspiring administrators, current school principals, and district leadership. Dr. Franklin has presented at local, national and international education conferences and is a sought after presenter in the areas of academic intervention, school leadership, creating a shared vision, creating common assessments, and data analysis. In 2017, Dr. Franklin was selected as the keynote speaker for the 10th Annual Roundtable on Educational Leadership in Lucknow, India.


Steve Fraire, Board Member
Steve Fraire has been a career educator for over 38 years beginning in the bay area as a Principal, Assistant Principal, Director of Student Activities, SARB/Truancy Intervention Coordinator, Special Education and Juvenile Court School teacher and then with the San Diego County Office of Education as Coordinator of Child Welfare, Attendance, and School Safety. He currently serves on the California Department of Education School Attendance Review Board and Southern California Charter School Boards. Fraire has been Past President of the Southern Section California Association Coordinators of Child Welfare and Attendance and the Marin County Juvenile Justice Commission. He has been awarded Marin County Educator of the Year and have received a State Assembly Resolution for Dedication to Education and Marin County Board of Supervisors Resolution of Commendation for Service to the Educational Community.


Kelly Wylie,  Board Member
Kelly Wylie, Program Director of District and School Support for the Alameda County Office of Education, is a veteran educator with over 20 years of experience. Prior to her work at ACOE, Kelly had been an award-winning middle school administrator, an instructional coach, a GATE coordinator and an award winning classroom teacher. She provides expert practitioner technical assistance in the areas of Professional Learning Communities, Accountability, Multi-tiered System of Supports and ESSA; having presented at the national, state, and local levels. Ms. Wylie studied public relations and English at the University of Nevada, Reno and then went on to receive her multiple subject teaching credential from Cal Poly San Luis Obispo where she did graduate work in curriculum and instruction. She received her administrative credential from National University where she did graduate work in Educational Leadership. Ms. Wylie lives in the east San Francisco Bay Area with her husband and their elementary aged son.
